How to exactly submit articles?? Creating blogs???

I've seen in several SEO guides: "Submit article in wordpress blogger siteA siteB siteC".

How do I actually do it?
Do I have to create a new blog in wordpress, blogger and etc and post one single article and leave it alone? (For Tier1 webiste).

Or there is a way to simply submit it somewhere in those sites?
