There is no set amount. Its more about quality to amount. If you build high quality you need less. If crappy quality you need more (and its more risky). I recommend doing better quality content and care in your web2.0s and only having a few and then doing more volume on T2/3/etc.

Secondly, you seem to be talking about a link wheel also. Just know this is more dangerous, a lot.

Nobody can give you the specific information you are after, you will have to experiment yourself.

Quality beats quantity now a days. So,test with 1 long tail kw. 10 good high DA links and get at least 50 PBN links pointed to it. You can replace with PBNs with 3 tier contextual GSA directly (or through buffers) or mix both.

SEO is a wide open arena. Testing different linking structures and setups will teach you what works best for you. Quality may be the general mantra of the day, but it's mostly machines reading the content for the search engines so one can still certainly get great results with inferior quality and the right mix of linking techniques, however this also depends greatly on the niche and competitiveness of the keywords you are trying to rank for.

I've been doing this for 7+ years now and ever single site has been different. People need to understand that SEO is more trial and error than anything. Start with something and keep adding from there. You'll get where you want to be if you stay consistent.

it's 2015 and people still think driving hundreds of 2.0s with spam links that in turn point to a higher tier of 2.0s isn't detectable? Fiverr does this...
If you do though you should make super high quality 2.0s that aren't obvious for SEO with about 10 or more pages (with future posts scheduled 6 months) and then get creative with the tier 2, maybe some parasites or PBN and other
as for how many, start with around 40 in addition to some other techniques along with some side link diversity and white hat links and check your serps. If you need more (should be getting good results) 70% chance great results but I don't know details rinse repeat go from there
