How to create or implement a PVA system?

I'm going to be releasing a dating site and would like to keep ewhores, spammers and scammers out. I thought that having a PVA system or possibly even a small monthly fee would keep these kinds of people out. Can someone point me in the direction of an existing PHP or ASP.NET PVA implementation?
