you want to know how to create them for your offsite link building? Or you want to make links on your site nofollow?
For do-follow, you either have to solicit another webmaster to give you one, usually through a link exchange or a guest post on their blog.
Or, you can create many web 2.0 sites which link back to your site. Make sure you make them look natural. Change the default theme, fill it out with a realistic name, complete the "about me" and "contact" pages, etc. There are many lists of do-follow web 2.0 blogs out there. Use the search button.
No-follows? Well those are easy to get... Just make a few realistic-looking posts on a forum, then drop the link in one (in a natural way, of course) Those are usually no-follow. But I can't imagine that anyone would have trouble not getting enough no-follow links. You do know that do-follow are the only ones which count for link juice, right?

If you want this on your site then open your site's HTML file, under header you can find these cods (just search for it)
<a expr:href='data:comment.authorUrl' rel='nofollow'><data:comment.author/></a>
<a expr:href='data:backlink.url' rel='nofollow'><data:backlink.title/></a>
replace 'nofollow' into '********' if you need your blog to be ********.

I'm trying to create web 2.0 and want add some do follow backlinks and some non follow backlinks thst links back to my site.

It's all in the HTML code (as the above posters said). As long your web2.0 site allows HTML, you're in the clear.
