now the fashion for PAA sites.
how are such sites created?
what tools are used ?

collecting questions is easy. I do not know how to collect the answers to these questions and make them unique.

Python script, collect answer and find a way to make them unique (spin, paraphrase, add text..)

yes right, but only viable solution, all pre-made tool are basically shit - or in best cases, you'll end up with duplicate content since many are using it
 
the public python scripts usually suck. there are some other good solutions.
or like said before, you just create your own.
