It has the "Site not published" page but it's unavailable when you try and register it yourself.

Is there any way to get details of that person?

I remember trying to get in touch with someone with a weebly page that ranked remarkably high for a particular term that I had a product that would sell well on so I was trying to recruit him as an affiliate. Spent over an hour looking but never found out how.
