  1. Create a simple HTML page

  4. Upload the file with the above code to your server, and name it thank-you.html

and is the event attributed ? or it counts like a conversions but not attributed to fb
 
Just like a normal conversion.
How Facebook know which person converts ? Because I think it send a conversion but not details of which person who triggered the conversion, so how to optimize the conversions

This post is useless. You even said we cannot use Thank You page with an affiliate offer and then show how to create a Thank you page. Moron!
You can use it if your manager allow you to download the offer page.
 
This isn't really "cloaking" in the sense that you are loading just the img version of FB's pixel to trigger a purchase, but you still have to send people from the ad to your "black" landing, and FB sees that.

So is there better way to "cloak" the pixel?
 
If you work with a cloaker you send your traffic on index.php which inside only has a few checks to see if the visitor should be blocked or not, and then it loads the appropiate landing page:
- if the visitor is "blocked" or from facebook etc, you show the white page
- if the visitor is allowed, you show the black page
then you just put the purchase pixel in the thank you page at the end, and facebook tracks the conversion but doesn't know which landing it came from, and has never seen your black page
