You can check it to see is deindexed very easy. Put in google search site:yoursite.com and click enter. If you don't get any result then it's deindexed.

Once the site is deleted from record means no problem. No need to analyse it past. Go ahead...

If there was no website for a long time there it could be deindexed but that doesn't mean it's banned.

I think you may be confusing banned and de-indexing as the same thing.

Indexing refers to the actual website. So it's easy to find out if it's indexed or not as others have said by checking - site:yourdomain.

You may never know if it was de-indexed but you could get a good idea by checking the Way Back Machine at http://archive.org/web/web.php

If you find it's never been archived, then you can assume it had either no content or crappy content, or may never have been indexed.
If it has been archived, then you can see what type of content it had and whether you should treat the site you just purchased as a new or old site for your backlinking efforts.

Banning refers to someones adsense account. and from there it can affect their websites and consequently they get de-indexed. If your adsense account has not been banned, then you have nothing to worry about. I'd link the site to your google webmasters account and install google analytics. This way google knows it's connected to your adsense account, not a previous one which may have resulted in the site being de-indexed.

Even if it has been banned, after a period of time, you could see it earning again if you fix your websites and add original content.

About 4-5 years ago, all my sites were de-indexed for crappy content, and so I'd learned early to focus on decent content. I gave up on most of the site, and kept about 5, which I redid. It took about 6-9 months to get them re-indexed and to start earning Adsense again (same account). It also taught me not to put all my eggs in one basket.
