Can we check an expired domain Google penalty, for example before buy can we know that weather the site caught under Google manual action?

If it is an expired domain ,you can't since all the expired domains get de-indexed because they don't exist.
If it is an expiring domain, use site:domain.com to check it out but again is not 100% effective method.
As for manual action, you won't know unless you add it to webmaster tools or previous owner tells you. When a manual penalty happens, the ranking drops but domain remains indexed.

    Good luck

No. What you can do is to check if there's any spammy links and wayback machine to see if its been part of a PBN.

Just buy it if it looks good and see if it will index before building a website on it.

Use multiple tools to check backlinks & anchor text including historical data (very important). Then check wayback machine to ensure it was not previously used for spamming.

You can use Wayback machine to check it's history here: https://archive.org/index.php
And then manual check the index with syntax: "site:yourdomain.com", or you can search your expired domain and see the result in expireddomains.net, this web help you check some useful factors of the domain you intend to buy.
    Hope this helps.
