I have a .in domain. Added it to webmasters and it's target country is set to India by default and I dont have any option to change there. How can I change it to US?

Have you verified the ownership of the website? Surely you should get the option to manually choose the target location of the website in WMT?

On a side note, it's probably not the best idea to use a .in domain for ranking in the US anyway...

If your country has a geo domain e.g. .in you can't change the targeting in Search Console you need a generic domain (such as a .com) to do this.

If your site has a country-code top-level domain (such as .ie or .fr), it has already associated with a geographic region (in this example, Ireland or France). If you use a country-code domain, you won't be able to specify a geographic location.
