How to change Geographic Target in Google Webmaster Tools?

This is what I get in my webmaster tool...
Your site's domain is currently associated with the target: United Kingdom.

And I want to change it back because it is affecting my ranking, but no options given to change the geo target. A help blurb nearby explains -

If your site has a neutral top-level domain, such as .com or .org, geotargeting helps Google determine how your site appears in search results, and improves our search results for geographic queries. If you don't want your site associated with any location, select Unlisted. Learn more about geotargeting.

There is no link to SELECT UNLISTED.
Any help?
 
I have read that and there is no way to select UNLISTED

  1. On the Webmaster Tools Home page, click the site you want.
  2. Click the gear icon

    , and then click Site Settings.
  3. In the Geographic target section, select the option you want. If you want to ensure that your site is not associated with any country or region, select Unlisted in the drop-down list.
 
I guess you selected the gear icon that is on the WMT homepage. You've to click on your domain in the WMT homepage and then select the gear icon. It'll have an option called site settings under which the Geographic Target option is located.

Thank you for your help, I went to my webmaster tools, click on my website and click on the gear icon, here is what am getting.

Like your image above, there is no where to untick/tick targeted user.

Once you have selected your website, you have to click on the gear icon and choose "site settings" to access the Geographic Target settings.

I followed that, but on this domain, there is no option to box to tick/untick. you can see the image above...
 
First you click on tools from webmaster tools then click on the gear icon to select your settings and set a geographic target and select your preference on the geographic location if it is associated in the list provided, else unlisted it.
 
i have an .at domain and i want it to unlisted so all people from the world can search for it. Is that possible. now Google Webmaster tolls says i am only targeting Austria.
