How to buy a domain that's already taken?

So there's this domain I want to buy,

The owner doesnt use it or anything, its just parked. I've contacted them but to no answer.

I've searched thru the internet and all the results are stupid shit like "just wait".

I want to know if anyone knows a more legit way to acquire it (white / black hat doesn't matter).

Same concept, no other way except to wait
 
You can't. The owner has full authority over the domain.
In the meantime keep contacting the owner..

Domain is already taken by another customer, try to contact owner may be he will sell for reliable price.
 
There's also a way to go through a broker to contact the owner of a domain on your behalf to see if they are interested in selling it to you. But I believe this is more expensive when compared to you just finding and contacting the owner yourself. If you have the money for it, see which one works better for you.
 
Try to reach out to the contact in WHOIS
Otherwise, there is no chance.
Maybe research; if it's an expensive one, you will most likely find a Portfolio (if it is undeveloped).
Otherwise, it's not easy.
Don't waste your money on sales agents who might help you get the domain.
 
That's precisely what I would not do.
Just reach out to the email in Whois; it will end up in the owner's mailbox.
Broker will charge Upfront Fee, without Success Guarantee & Seller will have the feeling that his Domain is a Million worth.
In the end, you will pay somehow more.
