So my family is having a little local business war and they have started to mess with their accounts and fan pages by complaining to the extent that they've gotten blocked a couple of times to which we had to appeal with FB and they re-instated them. I know we usually look for ways to NOT get banned but I'm actually looking to get them banned so what can I do? Any complain scripts around? :D

You can block them, when you delete their post as spam etc there is an option that it says so.

You can also go to your account settings and there is a section to block users. You just type in the name of the person or page, give a quick reason and click okay.

Report them to Facebook. Of course, you need proof. That won't even be a guarantee because Facebook needs to investigate first. It's up to them if the page or account really deserves to be banned.

Right but it would still maintain them doing appeals. The page gets banned automatically and then is up to you to appeal it to which they will turn it back on.

Im assuming the easiest way would be a script that reports the page with a group of rotated accounts.
