How to be sure that CC videos have really no copyrights?

    I read some YT users complain, that they got strikes (even a 6 month ban for using adsense on their channel) for reuploading CC videos with the monitizing license because of copyright violations. It turned out, that some fools download a copyrighted video and reupload it as a CC video.

    I donĀ“t really get it why YT strikes your account, since the CC license is given by YT to "trustworthy users" so that a) you reupload a video which is explicitly allowed to be reused by YT itself and b) you have no power to check if there are copyrights to the original video or not. But since their support is very non cooperative, the possibility is very little that they will understand your point and delete your strikes or ban.

    So how can you be sure whether a video with a CC license is really CC and not just reuploaded as CC? Is there an automated way with a software (like MVB Pro) or a bot to check it?
