how do know that the web would we put backling safe from spam? to avoid spam

is there any special tools?

Are you saying that avoid backlinks from spam? If so then use webmaster tools to find good backlinks and bad ones.

Spam occurs with many links are in place in the backup folder on google.

If you want to play it safe.
At least, you just give 100 backlinks per day and everything is quality.
