That's a really hard question, and this thread might get a lot of people arguing on what is whitehat seo and blackhat seo.
You should aim only for quallity links that are pointed to your website and you'll be safe untill you learn more about Seo :)

Just ask them their strategy. Mostly the strategy is mentioned and so depending on that you can decide whether to go forward with the service

Rather than "avoid" blackhat services, in your case, you should hire someone to do a service for you writing out what you do and do not allow.
There are too many definitions of "black hat seo," so that is your best bet. Most "white hat seo" services are still black hat in all honesty.

stay away from this forum lol. Really just dont build links than if you are avoiding BH providers because any links you build would be considered blackhat. its that simple.

If they talk about bots, blasting links, multiple Web 2.0 accounts, link wheels OR link pyramids, etc, they are BH SEO. But please understand that ALL SEO, BH or WH, is considered unnatural manipulation of a website's ranking to Google. G prefers naturally derived authority, natural backlink growth, and natural or relevant content (kws plus plenty of LSIs) to "optimization" tactics, especially if the SEO is applied to small sites. A new 10 page site with 100 SEO tweaks on it is simply not natural, so if it ranks high it will likely be swiftly de-ranked in as Google dances or updates.

You know what black hat SEO looks like? It looks like using various vulnerabilities in web software
to hack into website and modify webpages or install new pages with backlinks. Akin to black hat
    "security" hacking. That's about it.

However, after many years of brainwashing, Google and arse-licking SEO preachers managed to
attach "black hat SEO" label to almost all pro-active methods of promoting your site in organic ranking.
The sheep ate this shit as usual, like everything else that comes from authorities.

Good luck with your promotion. It seems you are in a wrong forum. Go, read some SEOMoz shit
    instead.

Why don't you just go to the next McDonald's and ask them how to avoid fast food? :)

Anyway, are we talking to a real person? Isn't it just a bot, guys? :D
