Though, you can always hire a VA for pretty cheap to just AI generate and post articles.

I'm a programmer indeed. I tried all the methods to automate the process, but the quality of the articles was not good. I want someone to point me to the right resources.

Use 1 click article generators most of them have limited trail without CC.
Automate it using something like BAS.
Or get a coder to build you automation part.
Quality is something that's bit tougher to achieve with this process.
But most generators that I use give filler quality which can be used for inner pages.
For your case adsense approval the quality is ok I would say.

Which AI tool is highly recommended? Most of the tools don't have API access too.

I am not talking about api.
Automate the process by a bot l use BAS as it's something I am used to in my day to day work.
There are many tools with limited free access like Writecream, simplified etc...

Search for Browser Automation Studio.
You also find guides on youtube.
If you know python then you can code yourself also it will be faster.
I am limited to PHP, JS so BAS suits my needs.

Naah you can't compare it with those.
It's a GUI where you can automate chrome browser there are many useful features and modules and best part it's free.
I suits people with zero to minimum coding knowledge.

I tried it too. The problem is that it repeats the same sentences for the sections. I think I didn't give the right prompts.
