(this domain has very impressive metrics, pa da 25+ tf cf abt 40)
I used to visit a site quite often back like 10 years ago however a few days ago I checked and that domain has just one page website. So I wanted to email him and ask him whether he is interested in selling this domain, I am assuming he has no idea about the metrics etc.

So how should I approach this person.

I was about to send him an email saying

"Hi

Are you interested in selling this domain?"
or
I checked this domain and its not really being used by anyone so I was wondering whether you are interested in selling it?

P.S its outside us uk ca aus niche related domain

Yeah, polite and straight to-the-point is how I'd do it. Show them somehow that you're serious.

I get some robot letters proposing for domains like "I'm prince Whachabba from Swaziland and I wanna buy your wachabba domain"....I delete them before I read the 2nd sentence.

Make sure you sound legit and catch their attention.

but how should i approach him in a way that he does not charge too much for it. I am thinking about 50 to 100 dollars max

Have you ever bought real stuff in the real world? A car, a boat or a dog?

There's no formula for how you'll approach it.

Make sure you do not demote their property by making a low offer on first contact.

Talk to them. Ask what they have in mind for the domain. The guy might say "ah I'm just waiting for it to expire".... Or they might ask for 10k...who knows.
 
@bartosimpsonio is right. You don't go in telling them how much what they have is worth, you will have to assume that they don't know and adjust accordingly. Shoot them an offer while showing you're serious about the offer.
