How to add two factor authentication to paypal?

    For the last 5-6 years I've been trying to enable two factor authentication to paypal.
    Every 2 months I check the paypal security key page and whenever I click the order button I get this message: "The Security Key is currently not available. Please try again later." It's been like this for the last 5 years.

    Is there a way to get the securitykey or to add another two factor authentication?

    BTW I live in Eastern Europe and sms verification is not available to me.

    Go to the security key page and click on 'get extra protection'. Select the option you want (order security key, set up a security key device, or configure your account to accept security codes delivered to your phone) and then click 'order'. Enter your phone number in the next page and then follow the steps given to confirm your phone number.

    If you are unable to activate two-factor authentication this way, you may need to contact PayPal for further help.
