Are you sure it's this reason, Google is a funny company with sooooooo many rules. I built a perfect website, well i thought so and had only original content, applied to google and was rejected. It could be anything not just facebook, have you other ads on there or did you just build it for adsense, i read somewhere google doesn't like adsense only sites

I think these people largely apply for adsense from sites they know will be approved, and then use those accounts to add their websites. There are many threads about getting approved for adsense throughout the forum, and with a google search.

@OP, how do you know they used that particular site?

They could have very well bought an adsense account. It's cheap and many people do it these days.

I recently moved from UK to US, and wanted to change my billing address, but they denied it. So I opened a new account. I had a pretty clean website that I applied for it under and then added my viral sites. So far so good.

Probably an old adsense account, or the websites you are making just look like pure junk.

Do you have "Privacy Policy", Contact Us", and "Terms of Service" pages on your site? You usually need all of these to get a site approved for Adsense. Use Google to find examples of these pages and use them to create similar ones for your site, if you already haven't. Good luck.
