because I see this again , this effect is nothing new , used to see it but forget to ask how they do it

I more curious how to make that effect? you click the image become another one?
 
No, when the image is too big, Facebook just shares a sample of the top to suit the feed size.
When you click on it, you see the image in its full size, that's just that !
