So a website got a manual penalty, fixed it and had it lifted. Need to get good rankings, but also to avoid another penalty. What would you recommend?

    1) How long to wait?
    2) What kind of links to start with?
    3) How many links per week?

Obviously there's no hard math here, but if you got hired to do SEO for an un-penalized website, you wouldn't just go "it depends" and then do nothing. So what would you do, how quickly would you do it?

In your case. I will start with normal web 2.0s with high quality content and social signals. Wait few weeks and then normal link building slowly.

I would definitely start very slowly... at least for a few weeks as mentioned above.

Like the above, start with normal/manual web2.0s. And I will add getting links from related niche websites.
It will look normal to google, assuming they are still monitoring the site.

Build links to your raw urls, brand terms & generic terms only. After seeing some movement for your keywords then start adding few links to your long tail & main keywords. This will be the safe method.

Well try Web 2.0 and wait for few days (more than one week) and so social media marketing, manual blog posts and link-building process..

I wouldn't go by the number of links so much as the quality, and how you go about the link building. Since someone likely reported you before for your backlink shenanigans, you need to watch your back. Both of these methods are considered "ethical", so there is little risk involved:

    - Do guest posting to quality sites.

    - Create top notch infographics for your niche and put them on infographic sharing sites. You'll get do-follow links from those sites. Also share them around social media sites. I got over 600 backlinks from one of my infographics (it was a buyer's guide). The infographic cost me $80 on UpWork. I don't think that is bad value for 600 good, contextual backlinks.

That infographic trick is something I learned from Brian Dean's Backlino site.

I got the penalty lifted in January, so it's been 3 months now. I waited a full month without building anything at all, then I've been building 40-50 niche-relevant and review site links per week for the last 2 months. It helped raise my rankings for lower ranked keywords, like from the third page to the bottom of the second page, but keywords fail to rise as things get more difficult and you start to approach the top of the second page. I was thinking of getting more aggressive.

I should have mentioned this before, would that change how I should proceed now?

Since you've been taking it slow for 3 months now (technically two months), I'd suggest that you speed up but not too much. Don't start blasting like crazy. Just increase by let's say, 15-20%?

Well you can start slowly with some PBN's and Web 2.0 (drip feeding the posts). Be patience to see some improvement on keyword rankings. Once you see improvement then start link building on it.

I would recommend you to post lot of high quality contents in your site(that should be useful to readers), after that make some internal linking within the posts, finally start with link building from other websites(Start with web 2.0 and authority links)

    Content is King----Always remember.
    So
    1) How long to wait? Once you feel, its over with Penalty.
    2) What kind of links to start with? This time only High Quality Links
    3) How many links per week? Keep less but very high Quality with superb content.

What was the reason that you had got penalized ?? pick that "REASON" and do all things as usually instead of that "REASON"
