How much would an e-mail list of 1,000,000 people cost? And where could I get one from?
That depends on if you want quality or just quantity.

I am not sure how much a million goe for since it is such bulk, but I sell 25000 for $250. Usually people sell emails between 3-10 pennies an email. But then again prices can very by how specific emails are, like if they are really really targeted.
The answer to your question is going to vary by niche, single opt in, double opt in, etc. At bare minimum expect to spend approx $1,000 for 1M GI emails.
I have list in billions separated in by countries and isps.
Really all depends on what type of emails you want. GI or a specific domain or specific domains.
Also who are you targeting ? do you want b2b or residential.
I use to sell 1 million for 50$ but you had to get 100 million minimum. Really there is a million answers to your question. And all of them are right.
Some people sell opt ins for 1/2$ a pop some sell double opt ins for double. Some people sell opens for 3 cents a piece. lol i could go on and on. Your question is a real general question. You might want to be a bit more specific / WAY more detailed in exactly what you are looking for.

An email list is like food. You could get food that kills you, food that sates you and food that is like an orgasm.
Scraped emails are dirt cheap. They're also fairly useless because of spam traps and bounce rate. You'll be blowing through IPs like crazy.
Then you got single opt-in emails. Still fairly cheap but probably not cleaned.
Double opt-in emails are very expensive since bounces are low.
Want geotargeted? Pay more.
Want registration date? Pay more.
First or last name? More.
Both of the above? More.
Niche targeted? More.
More details? More.
You pay significantly more for each piece of data you want.

A list of double opt-in geo targeted niche of fast food is worth less than one for house buying or car buying or insurance.
Though you could probably expect between $500 and $2000 for a list like that. Just keep in mind price doesnt mean quality or what you're getting. You need to first be sure the seller is reputable because there is no way to verify the information until you email and gauge it yourself.

The target demographic are women 18-54, USA only. Will be wiser to invest in Scrapebox, or Email leads?
you are an idiot...do you know how many websites are online? how many domains are sold? how many ips are used for domain hosting? I have 100+ website and regularly checking my 30+ emails...think before you say something.
With so so quality it will cost near 1k $. I bought 1 000 000 list near year ago and price was 900$.
