It not cost much. There is tube site scripts u can use that not so expensive and load video from other tube to embed in ur own site.
If want to host video on ur server then it more expensive as need much storage and more CPU+RAM.
 
You can even start for free with free web hosting services if you would like to start small with no investment. However I do recommend a domain name those are only like 5 dollars a year for .com
 
You must have huge drives to store it )

So if you have a very fast computer and large storage device could you store and serve the videos from your home server and comply with DMCA to avoid lawsuits etc?

Embedding the video you could still have DMCA problems?
 
I have in the past used wpscript themes and some of their plugins, for small/medium sites they are ok. with 100$ you make your website

Possible. They will send you notice to remove that on your site if your sharing but wont happen with all only few. Better own DMCA ignored or bulletproof machine.

Unless you have protected your server with proxy techniques or you have to obey your DMCA notices to avoid legal issues.

I will just obey dmca and take video down and change the url to something else, but what type of computer in specs would i need to stream videos to users?
