    Well you can start with zero investment, aside from advertising. But you need the knowledge to be able to rank your clients sites - if you already have that knowledge its fine, if not then you need lot of investment in time + learning.

    Think this over very carefully. Rushing out and offering SEO services to clients without any experience can not only harm your reputation, but you also run the risk of harming the businesses you work with. What do I mean by harming yourself and your clients? Allow me to explain.

    When you do SEO for clients, your clients are trusting you, the "expert", to be able to rank their website at the very minimum. You have no idea how many business sites I've come across where the business owner hired some shoddy "SEO guy" who got impatient, haphazardly tossed any and every links at the business site, got the business site penalised, and vanished without a trace. This is what I meant by harming your clients, but when it comes to harming your reputation, let's just say those disgruntled businesses owners you screw over are going to be out for blood.

    How much "knowledge" you need depends on what kind of clients you're planning to take on. In general, you should be able to rank your own websites for keywords that people are actually searching for. When it comes to local clients, you need to understand how to properly build citations, clean up citations, and find the local directories the client's competitors are ranking for.

    You should also know how to create a buyer persona, create contracts, and educate your clients on SEO in order to avoid issues related to scope creep and clients with unrealistic expectations.
    Talk to people, find businesses on Facebook, send physical mail, have a family member refer someone to you, et cetera. Just think of something; you can't be myopic about this.
