How much should we pay a freelancer for the following Bulk Mailing Set-Up?

    We're currently in the process of setting up to bulk-mail on behalf of our clients as an add on service to our business. In terms of overall cost or billable hours, how much do you think we should budget for to get a competent freelancer to do the following tasks? Any advice would be hugely appreciated -



    1.Explain to me which OS and panel I should choose and why.


    2.Optimise my SQL server for operation with interspire e-mail marketer.


    3.The use of multiple SMTP servers must be supported.


    4.The use of multiple ip addresses domain names must be supported.


    5.SMTP servers must be configured to send the maximum number of emails per hour.


    6.set up dkim sign in, rdns, px, mx and SPF record, DNS and ISP complaints loop .


    7.configure the mail server and PowerMTA to work securely and quickly with interspire e-mail marketer (or similar).


    8.Optimise for inbox delivery to major providers - Hotmail Gmail Yahoo AOL etc.


    9.setup of CRON schedule setting
    ]
    10.It must be possible to use random synonyms for email body content, example hi/hello/hey/what's up


    whilst making sure all these words work flawlessly.


    11.Must screenrecord the whole process in to a series of AVI files to show what the freelancer is doing in each video so we can use later as learning materials
