Search mate ! Try a place like Freelancer or something else and post your offer. See how much they will propose you for what you want to be done, maybe you can go on Fiverr and ask a few coder a quote for your job.

What I would do is go and find a reliable and skilled coder in whatever language you want your job to be coded in let's take RUby for exemple.
Now you have the price for a professional coder now head to Fiverr, Freelance, blabla you got it and ask for a quote again.
All you have to do is to find the right balance. Maybe it is worth that you go for a good guy it will maybe cost you moe but in the end if you have a reliable product that works well and IF and I insist on the IF your business plan is good you will get your money back in no time.
A cheap coder may do a great job but it can also do a bad one and in that case if your clients don't get what they will pay for, well you can say goodbye to your $$$$$.

my 2 cents, I hope I was clear I'm not a native speaker and it's even harder for me right now since I have a huge hangover.
Anyway good luck with your project

The cost of coding varies, but in your case your project looks rather expensive..you should expect a lot, Unless you're lucky enough to get a GOOD coder to do it for a low price.

yeah was thinking of posting it on getacoder or frelance, but problem is i need to find somebody in states, and most of them are in india or paistan, and i did some work with them but this project is much bigger and i would have to be in contact day to day,but they are not that reliable, last two weeks ive been working with some of them and its pain in the ass because language barrier and ofcourse time zone so its kind of hard and the job should be easy, but unfortunately gets to f......g complicated if they are not there

Dont hire from freelancer website, their TOS are not friendly. Try elance, they have escrow service to cover for any issues.

well i do use renacoder and they also have escrow but thing is that it takes forever because the coders are atleast 10h time zones away, and english is not their 1st language, what im saying is that im loosing my patience cause time is money which they dont get it
