If you had to put a ratio on it like 3:1 or 5:1 or 10:1, etc, how much more valuable is getting a link on the homepage of a high PR website as opposed to getting it in a blog comment of the same website?

I'm not going to put a ratio on it but a home page link is much more valuable than any other type of link possibly excluding .edu links in some cases and is the the most desired type of link(s).

I'd say it all depends on the PR of the page.
A blog comment on a pr 5 page with low OBL is, in my opinion, worth more than a link in the blogroll in the front page that's pr 3-4.
But there are so many factors that could actually influence an actual ratio that i wouldn't put a number on it

I would give it only 3:1 odds. I would also suggest that too many homepage high PR links is actually bad, as I have experienced myself

I can give 5:1. PR is more important. Lot of factors determine which is important for giving links. Giving link in comment in the website which has more PR is worth than giving link in home page.
