OP you can prolly find a good theme (template) that looks like the website you provided. This way you can save on money, time and the hassle to admin your own custom site. Look around for themes (themeforest, elegant themes, etc.) and find one that works for your project. Once you find one, buy it or look online to get it for free.
 
Its a Drupal site so you could do it yourself if you use Drupal. For wordpress the U-Design theme looks similar
 
Looks like a drupal site, like said above. I would imagine they have something with CSS3 transitions like this site has.. Really its just a grid based layout with flashy transitions.

imo, the design isn't something special, so if you wanna have a site like that I guess that the part where u'll have to invest more money would definitely be in coding. :)
 
if i've never edited wordpress theme before nor created a site, should i learn to use drupal or just use the u-design theme?
