I'm usually trying to rank low competition keywords, so about how many web2.0s would I need to make for tier 1 maybe on average? And does keyword variety really matter for tier 1 anchors pointing to money site?

    101 :)

Build a dozen of the strongest manually. Put good content on them. Rank them like you would your main property and link out to some authority as well as your money site of course. YES keyword diversity matters!

Choose around 5 of the strongest properties as a starting point. Create them manually and publish quality contents on those properties. Treat it as if these are your money sites. Update it regularly with quality and relevant contents. Build social signals around these properties, as well.

Make hundreds. Use all ********. Unique articles. Add image. Authority link. YouTube video. And attests 300 words.

Depends on so many factors. The main one being "How many good links the guys you are trying to beat" have.
Golden rule - tio beat them you need more or better links than them. Without knowing your site, niche or competition no-one can tell you.
Without being rude to those offering constructive advice here - that's the tall and short of it.
Your question qualified with the lack of information about your site, niche or competition won't get an accurate answer.

Tier 1 links are usually from Web2.0 properties.

    You can create links from

    blogger
    wordpress
    xango
    webpaint
    squidoo
    hubpages

    etc.

Make sure you put a original relevant content ( not spun content) on these web2.0 properties and one link from each of these to your money site. Do not over do it. Content on these web2.0 need not be from the exact niche. It can be from a related niche also. But make sure its original content. It will help the long term survival of the money site.

Then you can create tier2 with all kinds of stuff.

As many as it takes to get to the first page. There isn't a given number, so just build them until your site gets to where it needs to be.

A strategy that works well for me is to create one manual web 2.0 property a day, or 5 within a week, etc. MANUAL. I will post anywhere from 3-5 articles on each web 2.0 property (blogger, tumblr, weebly, yola, wix). Since I am a native American, writing high quality content comes more natural to me than it does for others, so I always write it myself. Out of 3-5 articles posted on a Blogger or other Web 2.0 - only 1 article will feature a backlink to my website. I make it look as natural as possible, as this is the only way to guarantee the backlinks stick and don't become a waste of time.

Diversity is important though, so don't do a bunch of Blogspots, do other ones too. Squidoo, Hubpages and Wizzley are also great for getting backlinks, so switch it up. There is no magic number, just make it look as natural as possible. This is what works for me and hopefully it'll continue to work as Google gets tougher on certain SEO practices.

This practice may or may not get devalued in the coming update, however regardless you need more than just web 2's.Personally a small network will help and done right will not be detectable by google. The key to web 2's working for you is updating them. It's tricky for google to hit these too hard because a ton of legit businesses and people use them.
Some web 2's get deleted if they are not updated in 6 months so they are almost doing googles job for them.As these web 2's are subdomains the only realistic way to devalue is to hit the main domain.Wordpress etc are huge, all web 2's are so hitting them will cause issues.Ultimately if you build quality web 2's which give the reader value you should not have an issue.Right now I wouldn't rely solely on these. In fact I would use these right now to test different link types it'll make it easier to analyse what works after the upcoming penguin update.

If its low competition keyword.. I would build 20-30 web 2.0 ..then try to index them and then power up with 100-200 web2.0

Try to mix anchor text with brand name and raw URL..

I Usually Use 30 to 35 Blogs With Proper Design And Title, Description With Unique Quality Articles And Always This Is Enough To Rank A Low Competition Keyword For Me.

Like everyone said above, 30-40 web 2.0s with original content is the way to go. Don't use software or spun articles, make the 2.0s look as legit as possible. I'm thinking of making Tier 2 the same way as the Tier 1 because we never know when Google will catch up with all the Tier 2,3,4 spam that Blackhaters are doing right now.

I have another question about this, like say I have a website I'm trying to rank for 3 different keywords and each web2.0 I only have one anchor text pointing to the site for one keyword, would I then have to build 3 times as many web2.0s so make up for this to make sure each keyword ranks?

Build those web 2.0 like some mini quality sites with unique articles. Post different articles, one for each keyword you want to rank.
