How many web 2.0s to build for Tier-1? How many articles for each property?

I'm really curious about the number when starting to build my first ever Tier1 Link.

Are 10 or 20 web 2.0s enough to give the money site some boost? Or I need to build more, goes for 40 to 50?

And how many articles for each property? Should I go for 3 - 4 articles, 400 words+ each?

Btw, I'm also curious about the budget to spend. Here is my plan:

Let's just say I'm paying $2 for 400 words article.
So it will be 20 properties * 4 * $2 = ~ $160 to build a whole tier-1 link. With that amount of money, I totally buy a decent SEO service in the BHW Marketplace. Hence, I really want to know how much do you usually spend on build tier-1 links?

Sorry for my bad English :)

It all depends on your competition, 20 web 2.0 properties can give you a boost to reach nr1 ranking or not enough to reach top 100. You need to check out your competition first and see if you can beat them.

Adding 4 articles to each web 2.0 is great way to improve the quality. Make sure to change the templates, add some social accounts and use various urls/site names.

I suggest you to build other types of links too. If your tier 1 links consist only of web 2.0 properties it doesn't look natural and you can get penalized. So make sure you mix it up :)
