i think, there are eight different types of backlins with the different levels of importance, in my point of view ,its only depend upon your websites e.g tier 1, and tier 2
 
Here are some Examples:
Tier 1 Backlinks: Editorial Links, Guest Posts on Authority Sites
Tier 2 Backlinks: Social Bookmarks, Forum, Web 2.0
Tier 3 Backlinks: Article Directories, Forum Profile, Low Quality Blog Comments
 
Tier 1: Top editorial,Outreach Guest posting,Curated links,HQ Preas releases, Real niche blog comments.
Tier 2: Pbn posting,web2.0 posting,social bookmarking
Tier 3: you cam go for tool links.
 
yes i agree with mr. iamking, you should do tier 1 link building with high authority sites others may your second option
