Is there a rule of thumb of how many target sites you can link to before the PBN looses its power?
According to the original page rank algorithm, the power of a page is not reduced no matter how many other pages it links to. The power it passes however is split between the number of links on the page, linking internally keeps page rank distributing inside a site, linking externally will 'leak' some page rank.
It is usually best to just have a single link on a PBN domain.
Unless you have massive sites, that look like real sites (which you do not have), then the rule of thumb is 1 PBN = 1 money site. Link to more same money sites and you will create a footprint. Apart of that of course, you have to mask your outbound links by linking to some random, non-competing sites within niche. So that's a must. First you want to be safe, then be concerned about getting less power from the PBN domain.
