I found a kw that has 2000 exact US searches/month and has a cpc of $1.50.

The kw is 7 words and 22 letters long. Does google penalize for kw stuffing of URLs?

    Thanks!

If that is the exact keyword that you are targeting, you should be fine. Its not really keyword stuffing if it is only one keyphrase

Personally, I try to stick to 3 keywords max in the domain name.
