how many accounts i need for that? can i get some free proxies? can i use public proxies?

amount of accounts depends on how good your targeting is, but probably somewhere around 20.
Dont use public proxies since they will most likely be abused and your accounts will get banned very quick

While some brands pay between $5 to $10 per thousand followers, others offer $100 per 100 followers and still others pay only in free swag and public proxy is not work

Okay,thank you for the answers. Can you recommend me some legit and cheap proxies? first time i make an account,i should make it on that proxy connected,right? idk what i will do if they require some phone confirmation after...im usign GMT2 btw...

You should go for 4g proxies or dedicated proxies.
