The last time I checked, it was 1 phone number per account.
I've never known there be an IP limit - think of all the libraries/centres that have 100+ computers all on the same IP.

I already have 3 accounts for 3 different sites... No problems at all as I don't spam.
Wondering if it's safe to create a few more.

You can use temporary phone numbers here: https://tempsmss.com/ to create as many as twitter accounts you need.

3 account on same ip. But shouldn't perform the same actions. Eg. Account A on same ip only follow. B only likes , C only DM. That's how I do mine without any issue

Ideally, I want to post on the main account and use secondary accounts to like those tweets.

If you want to do that then you need to set time margins. Between likes. Eg account a post. 5 minutes later account b likes A post. 15minutes later C likes A post. All on same ip.

Two liking same thing on same ip is cool. Haven't tried 3. Don't want to risk it

I have 4 accounts on the name mobile number/IP.
Created months/years apart though so bear that in mind when you're creating your accounts.
I prefer to use software for my multi-accounting needs. TwitterDub is a good option.

As per their official FAQ, it's still 10.
The problem isn't how many accounts you can have on a number or how slowly. You can add all 10 at once before it shows an error.
The problem is you can't use either of those accounts to do any sort of automation, as they're all linked now.
One wrong move someplace, and you risk all 10 getting flagged as bot/spam.

One phone number can be used to verify 3 Twitter accounts, and one email address can be used to confirm no more than 1 Twitter account.
