I am creating some websites for my PBN on expired domains. They have excellent metrics, but I know (from personal experience) that the final judge is Google.

I just created the properties in Google Webmasters Tools. They look clean. No manual actions.

I haven't added any content so far. Do I have to wait and check again?

If no manual action they are fine.....however, i would not be adding a bunch of PBN domains to 1 GWT account then use thesame sites to link out to my money site!!

for already penalised domains "manual actions" usually appears in few seconds after adding in wmt, so your domains are ok

Yep, if there is a prior manual action, it pretty much instantly appears after adding the site to the SC/WMT. But be careful with SC/WMT and PBN domains, only one per Google account...remeber they have some internal history you won't see, so not a good idea to check sites for penalties via one account, even if you delete the property afterwards.
