So I realised that I'm wasting lots of time in a niche where i get very low income and decided to start another chanel , but I discovered that I cannot monetize it now.So how long till I get the chance to become a partner with youtube using this chanel ? is it a particular number of videos, views or both ?

No there are no such restrictions over youtube you can upload single video and monetize it on the same day of upload.
