How long for google to respond reconsideration for a "low quality content" manual penalty?

    This is what i got on the 16th of june, after a massive traffic drop (from 1,000 to 10 visits a day from google), in my webmaster tools


    I believe the penalty was applied because i had 17 pages on my website which were different files (1.htm, 2.htm, etc) but had the exact same content. I was doing this in order to avoid crawl errors; i had already uploaded all the files to my website but they weren't completed yet so i just filled them with the same content while waiting to give each page unique content. I didn't expect google to spot these pages so fast and now i pay the price.

    I completed the site and made sure all the uploaded files now have unique and original content.

    I filled a reconsideration request on the 19th of june. Its been 13 days since then and no new messages from google, nor traffic changes.

    So basically i was applied a MANUAL PENALTY because i had duplicate content. is that right? how long does it take for google to review a manual penalty reconsideration request? i used to make 40 bucks a day with this site and now im down to fifty cents...

    You've had a manual penalty revoked? was it due to "low quality"?
