How long do you want until links start bringing results after indexing ?
Depends on what type of link it is.
Forum profile? A very long time.
Web 2.0s? 3-4 weeks.
PBN posts? 1-3 weeks.
No set answer. All depends on the quality of your links.
Immediately but unfortunately I don't have control over that so if I wanted results today, I should've done those links 2 months ago to be sure.
What @Leith said is 100% right, there is no standard time for seeing results. All you need to do is keep on adding fresh contents and build good quality relevant backlinks.
G will index them and make it count if its really powerful.
1-2 weeks for aged web2.0 combine with quality PBN.
There is No set time in for Google to initially index your site - the time taken can vary according to the popularity of the site and whether the content is crawl-able and also may depends on the links used in your site that should be quality links form an authority site which may take around 4 days to 4 weeks.
So 3 weeks passed with PBN links and cant see any movements at all,

Its not just type of links that it depends upon, its also the type of site the links are built to. Try sending them to a penalized site, you will wait forever. Point them to a non indexed brand new site, it will always take more than usual. Point them to a site already climbing in SERPs, and you get results quite fast.
It also depends on how the links are built. Send links with an anchor not related to your content, results come in pretty slow.
But, i highly doubt anybody is unaware of all this. But just in case.
