I just stumbled across a keyword that apparently has a $7 CPC. All related keyword have a $5 - $10 CPC as well.

However, when I search for the keyword and look for websites in the top 10 showing Adsense, none of them appear to have niche specific ads on them. All of them are for the Adwords default ad that Google sometimes puts up. The niche doesn't seem very lucrative either. There aren't even any paid ads when I search for the keyword in Google...

How is it possible for the keyword tool to say $5 - $10 CPC with no apparent ads for that niche? Could it be a mistake on the keyword tool? Anyone have experience with another scenario like this?

The 7$ CPC might be for Search Engine Results.
Many people on adsense dont get equal CPC as shown by the keyword tool as it might be the CPC for Serach Engine Results. and not for the Publishing Network Result.s

Adsense never shows the same ads for the same country, ads shown for USA maybe not the same in your country. Also ads depends on your behavior and your interests. Someone that is searching a lot for that keywords will get ads for that niche. But as long for me I always get videogame ads or similar or depending on my browsing history.

Check that you are from USA when you view these websites. Else use the Adsense Sandbox preview tool to see what all ads shall be displayed for USA. Also check whether the ad competition is high or medium in the adwords keyword tool. You can use sites like spyfu to get the details of advertisers

Perhaps the webmasters responsible for those sites are using "interest based advertising" as default on their ads.

The issue with Google Adsense is that you can either have it switched on or off. There is no middle ground.

So if you have a network of 100 microniche sites and a network of Facebook like sites then you can chooses 1 or the other.

With the Facebook like sites, you want to use interest based advertising because its social traffic and not targeted to any particular topic.

But then for your microniche sites, you already laser targeted your traffic, so the use of interest based advertising would be pointless.

This may very well be the case for the webmasters you mention, or it might just be a case of blind ignorance on their part.

It also seems like google have buried this option a little further into their control panel, so that most publishers are unaware the option even exists.

One other thing which comes to mind is the retargeting technology which is heavily employed by adsense. i.e. you will see the same ads everywhere on the net irrespective of the content of the page if you have clicked on that ad earlier.

e.g. i clicked on a hasoffers platform adsense ad and then whereever i went, i was seeing the hasoffers ad,no matter what the content of the page was ( they were showing hasoffers ad even on health sites ). I ran CC cleaner, have better privacy addon but still it did not go away.

Where do you change this values?

Thanks
In Allow & Block Ads > Advanced Settings

You got there all 3 options, Interest-based ads, Third-party Ads Preference and Social Ads Preference (personally I got first and last turned off).
