How is that people get banned from eBay and PayPal?

So there is so much talk about stealth accounts and getting limited or banned on either eBay or PayPal, but how? Why would someone get banned, what could someone do to receive that punishment? Especially if they're selling legit products and delivering them on time?????? Is it the amount of funds or what?

When I was around 18, so around 2008, I had a PayPal and eBay account attached to an email I hadn't been using or checking. Someone hacked the PayPal, and subsequently the eBay account, and began selling Twilight box sets (books), sending a CD with the PDF's burned instead of actual books. Both accounts were "limited" i.e. banned, and it took me almost six years to get a PayPal account again in my name.

To answer your questions, people get banned when they aren't selling legit products or delivering on time, and when they attempt to make a new account after a ban, and use any of the same contact info.
