How is AWS is more expensive than a Random seller service

So I am looking for VPS server to run a bot on and I come across this two servers.

one is AWS and the other one is from a seller I always buy from on BHW here. Looking for option because his sells thread is closed for now. But how is that AWS server is more expensive than this seller VPS?

Is the seller also reselling AWS services?
There are many hosts out there that sell the services cheaper than AWS.
 
AWS involves licensing costs for Windows, while many smaller hosts use unlicensed, pirated versions, thus can offer lower prices.
