The reviews of a company aren't the only ranking factor.
Maybe your current location is also a big factor?
In all seriousness there is a lot that goes into it, we would need more info. Business age, their website, the quality of the reviews, citations, map listings, etc
I search from VPN of different country location using private browser and city name in keywords. So location is not issue. Only 3 business show up in this way when searching using this method - i.e. the top 3
Okay but of course all normal ranking factors will also be effective on local SEO, so the number of reviews aren't the only factor.

Can you some facts to consider as been the factors ?

We have good numbers of reviews and Traffic on our website but still, there are many businesses rank top of us because their SEO is better in some other local ranking factors like Website Content, Local Citations, Keywords in Business, User Experience and many others.
But I have seen many businesses manipulate Google Local Search Algorithm using some techniques however these practices will not last long
I'm not familiar with Google's logic in this case, but perhaps, the authenticity of the reviews? A business with 50 fake reviews is worth less than business with 3 genuine reviews. If the reviews are all real, then perhaps, the same applies but to the actual businesses (based on trustworthiness).
Reviews are not the key factors here. Site's contents, citations, schema markup, branding is also big issues for local rank.
There are many other factors beside reviews. Maybe they are very old listing and most importantly having high authority site with good content.

It is not only the reviews that make website at the top, there are many factors, like what business is about, the website content plays important role, on-page optimizations, link building and the marketing strategy adopted by the business.
Review amount is based on competition, area, industry and too many can actually hurt your rankings but there is so many factors involved it's hard to say exactly why without having more info as other's have suggested.
Fake reviews can actually hurt rankings according to Google.
According to me Citatiotn is the best factor and make many other listing with same "NAP" on other local listing website too.
