You can't just transfer traffic without it being targeted to the site you "transfer the traffic" to. In other words the people must want to see and look through the site you send them to.

it is complicated question. because there are too many ways to do it and 80% of them can be penalized by SE.
Nowadays this question needs some programming skills in order to achieve the best results.
pm me your site and i'll give you a solution.

    Iframe it.
Do you want the people to actually see the other site, or just receive traffic?

Is all the traffic that you want to transfer come from one site or many? If it is many sites you can use a temp redirect in your cpanel on some (which shouldn't get you penalized) to send to your one site.

If it is one site, then that is trickier. I have simple custom traffic script that allows you to enter unlimited urls and pick how much taffic (uniques) you send to each. It stores it all in a database. So you could set it up on the root of your one site and have it send half to the one site where you want it, and the rest where ever (original sites if you want). It is an instant transfer so the user won't see the transition. I use this to divide up bulk traffic that I buy and send it to my sites.

if you get your visitors from SERPs, then any kind of auto-redirect can result in penalties.

if not from SERPs, then use any javascript redirect shit.

You could make a post about it on your site or whatever so people know what its about. You could also get a script coded that redirects, lets say, every other user to the other site.

i would suggest you you not to do so as it may result in what others have said.. However if you wish you may transfer your entire traffic or divide the traffic with time slots. it can be done easily. The best way is you should display the site in iframe.
