Have you tried my blog guest? Or perhaps search out SEO blogs and contact the web masters through email? You'll get ignored/rejected quite a bit, but sometimes you'll hit gold!

I have seo blog with english langauge.
Now, i need get more links to my blog.

Basically you need to come up with a list of people to ask for the links - then go and ask!

You can search Google (have to get creative. ["SEO blogs" inurl:resources] or something like that for pages containing links), Alltop and Technorati to identify the blogs.

If the emails are hard to find, use something like Rapportive or Google. (Ex- site:exampleblog.com + [name] + ) to find the contact information. Can even try Whois.

And be prepared for a lot of unanswered emails! Keep at it though and you'll get some positive results. (Make a couple of blog comments on their site or Tweet one of their blog posts a few hours/day before you email them and you'll see a bit of an increase in success sometimes).
