I'm pretty smart guy, managed to teach myself some basic dreamweaver stuff and making some money with IM.

I've got a project where I'm making a site for someone else, but they want a flash applet with a picture of a major city and as you scroll your mouse around different pictures come up of different restaurants, cafes etc etc.

How hard would it be to make something like that from scratch?

oh yeh and the map of the major city is like REALLY basic, I made that clear with my client from the start. Just like rivers and motorways

    Ehh, shouldn't be too bad.
I've worked with Flash a little and it seems to be easily self-taught.
Just Google some stuff and find what you need done, there are plenty of tutorials out there.

    Good luck sir.

Yep i agree with ssellers. Not really hard at all.
I am self taught and love the program just quitely.
Its very similar to most adobe products.
Only real difference is the timeline and actionscript. But there is actionscript assist (built in) which makes life easy and at the end on the day there is Google and here.
Although from what you want to make its going to only need some really basic actionscript so thats great.
If you need help post it up here and if no one else is available at the time i certanily will help you.

I don't know what the look of your site is, or how it is laid out, but you could always try a simpler route of doing this:

Take the picture of the major city & chop it into sections. The sections being where the picture of a different restaurant or cafe would be. Lay them all out right next to each other so you can't see that they've been chopped into sections.

Then use a simply "onmouseover -> change picture to" effect with each section. The new picture obviously being the picture of the restaurant or cafe.

You could then sell them on that idea by saying "Not every web user has flash installed on their PC, and quite a few have it disabled. The way I'm going to set it up, every single person will be viewing your site in exactly the same way without missing out on the interactvity of the site."

Here is a SUPER simple example of what I was trying to say above. I figured maybe a working example might make it make more sense.

I actually did it without even having to chop the "city" picture into pieces. I simply used layers, and then an "onmouseover" effect with the layers.

The green dots would be the "points of interest" so to speak.

    Check it out: http://get-stuff-free.info/example/onmouseover.htm

This is absolutely perfect. Thanks! I can use a realistic map now as well. What software would I need to do this?

All I used was Microsoft FrontPage and about 5 minutes of time. It is REALLY easy.
