Hard for most people, not too hard for other people. For someone with no experience, I would say it is extremely difficult and will take a long time to set it up and run it properly.
 
I personally never had that kind of business, but I believe that with the right research it can be achieved. because, when I take a general look on all of the hostings providers they are all resellers of resellers, just like the fokin smm panels. However, it's more challenge to manage hosting company than smm panel. if I want to open a hosting company, the first thing that I will learn about is the networking fundamentals, when you got the basics you can start to think about the next step

Not too hard to setup IMO as there should be ready-made solutions and whitelabel... But your real challenge will be marketing and customer retention, as many small web hosts come and go every day.
 
And not to forget about the legal stuff, dmca and so on.
And all the scammers that does not pay. It is not only technical skills needed.
 
Simplest way is to buy cloud hosting and then sell that hosting as a service via vps,dedicated or shared hosting!

I think that if you are asking this, your first goal is to be a reseller of a well established host.
Then you can think of doing your own.

One thing I can tell, it maybe be not so difficult, but it will take a lot of effort!
 
I recently started a web hosting service, because i am sysadmin and working for a web hosting company already the technical stuff was not that difficult for me, main challenge is SEO, and customer satisfaction, which i am learning day by day, so in my opinion it's easy to start the hosting business but very difficult to maintain.,
 
InMotionHosting and Hostwinds are the cheap VPS and benefits of VPS hosting is the ability to customize and control aspects of the server such as installations, data transfer, and storage.
 
I have some friends that own hosting companies and this is not an easy job. The support eats up a lot of time, then comes the abuse. Billing and everything makes your life hell and you should know what you are doing.
 
Its better to do reseller hosting.
You would need a lots of investment to setup and managing is not easy if you want to have your own web hosting
 
It's not easy if you don't have the necessary hosting knowledge. It's a lot of work.
 
I have a networking degree and would NOT want to doo this (unless resseling, then sure)
