how hard is it to compete with exact match?

    I want to make some money doing seo for other people. The city that I live in is very very competitive, and after checking market samurai, i am convinced that i cannot rank for even "SEO company (my city)"
    therefore, I am targeting a small city...250 exact searches for "seo (city)"
    the keyword is not very competitive.
    my major problem is that the first 2 results are exact matches, but they both have pageranks of 1.
    the rest of the page have pageranks of 1, one has pagerank of 4.

    how difficult is it to beat those 2 exact match domains?

    Depends on the number and quality of the backlinks they have. MS will give you good granular detail of the links those sites have. That's going to give you the info you need. Number of links, types of links, i.e. .edu or .gov, DMOZ all this needs to be considered. If they are not well linked and are mainly ranking due to the EMDs then they should be fairly easy to out rank.
