It is not at all enough. These days there is competition among people doing backlinks and you want to rank without backlinks. It is a plan that is bound to fail.

It is totally depend upon the niche that your are targeting and on the competition of the niche, But Doing only on-page may not be enough to rank you have to work on technical SEO part too as well as have to work on off page too for proper SEO.

So with most of my clients, I only do on page SEO. Off page SEO is too costly for those who wish to do blogging as a hobby and stuff like that. The best results I have achieved are for an Aussie client with 21K monthly visitors for a bunch of websites (3 in number). He is raking in 500 USD per month from them so there is that.
But yes, not much can be achieved with just on page SEO. You NEED high quality niche relevant backlinks and guest posts to rank for competitive and high CPC keywords.

we can rank the blog on first page with on page SEO, but we can't stabilize blog's ranking without offpage. it is also important.
